Is non-interventionism a good policy?

Background and context:

There are many situations in which there are many good reasons to intervene in the internal development of other countries. These include economic crises, genocides and human rights violations, environmental damage, natural disasters, etc. Can, even in these cases, the non-interventionism be a sound policy?

Economics: Is non-interventionism better than interventionism?

• IMF should not intervene. There are many doubts whether IMF's instruments are quick and flexible enough for the full range of crises.

Con

• IMF is the best suited organization to dealing with crises. Firstly, the International Monetary Fund imposes policy prescriptions only when critical to a programme's success, thus poses no political threat. Secondly, has enough resources to intervene successfully, and its policy recommendations tame inflation and boost the currency effectively.

• "When there is incitement to genocide, the international community should act immediately and not wait for genocide to happen. Genocides are inevitably preceded by incitement to genocide. These incitements occur months and years before the genocide occurs. For instance, the incitement to genocide for which Leon Mugesera was ordered deported from Canada occurred in November 1992. The genocide did not begin till April 1994 over fifteen months later. If Mugesera and others like him had been prosecuted at the time, the genocide could have been prevented without use of arms."
