[Edit] Background and context"Lawful intercept" is a rule that was put forward in the Communications Assistance for Law Enforcement Act (CALEA) in 1994. By 2004 American law enforcement agencies including the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration and the Department of Justice called for new powers to apply this law to new forms of internet communication, such as VoIP. They successfully lobbied the Federal Communications Commission, the regulatory body that oversees the implementation of CALEA, to extend the rules to include internet-access providers.
