Way #1: Value way: Education versus life.

Government

Education can solve all problems.

Introduction:
By education we can eliminate hate speech, misunderstanding, most types of discrimination and we can prevent wars.
Also highly educated society will produce greater number of scientists, who can than help the society. (E.g.: Doctors can create cure to cancer, AIDS, etc. )

Proposition Argument #1

Claim:
Education is a way how to solve most of our problems.
Evidence:
Logical: Many problems cannot be solved just because of lack of education.
For example the situation in Middle-East cannot be addressed effectively,
because it's difficult to debate with terrorists, who are not accessible to any discussion
and they do have support of locals, because they are not accessible to any discussion as well.
Quotes: "Education leads to Personal liberation." - Alan Nordstrom
Reasoning:
Education leads to better understanding of others. Therefore we can solve most of the problems very quickly and fairly. Thus we should value education, because it makes progress.

Proposition Argument #2

Claim:
Education is necessary for society's progress.
Evidence:
New York Times Article about jobs and education , Guardian Education articles 1, Guardian Education articles 2..
Reasoning:
Education is important for research, jobs, development, art.
Therefore we must value education because it moves society forward.

Opposition

Highest value is life.

Introduction:
You can't do anything, when you are dead. That is clear. Therefore we must value life

Opposition Argument #1

Claim:
Life is essential, so we must value the most.
Evidence:
Logical analysis: Our life is more important than progress of society. It cannot help us,
when we are dead.
Reasoning:
Even though education can bring us some progress, our personal well-being, the fact that we are alive is far more important than any progress. Because we can't experience advantages of the progress, because we are not alive.

Opposition Argument #2

Claim:
Through valuing life, we can achieve the same progress.
Evidence:
Logical Analysis: If we will value life more, we can achieve survival of more people. (Certainly a good thing.)
Reasoning :
And thus we can achieve more scientists living and therefore we will in fact be progressing more than when we value education.

Yes

Educational system's budget should be increased.

Possible plan: US's education system should have more money, earn 50% of them by grants
(Evidence that US educational system is not seeking them:
He said the foundation, which received a $1.5 billion donation from
fellow multibillionaire Warren Buffett in June, was discussing ways it could accept donations but that it was not actively seeking them." - Bill Gates. )
and the rest should be paid by state. This will improve the education.
Usable quotes:
"U.S. education system needs higher standards, clear accountability, flexible personnel practices and innovation." - Bill Gates.
"Schools should also be able to pay the best teachers better and offer incentives to attract people with rare abilities." -Bill Gates.

US's health care system is far more pressing concern.

There are 45.8 million (U.S. Census) in United States people without any health care. This is what we should invest money in.
