[Edit] Background and Context of Debate:In 1982, the UN Convention on The Law of the Sea was ratified. As of 2009, 156 other countries had ratified the treaty. The United States, however, has abstained. The treaty governs the sovereignty of nations, and their territorial claims, at sea. |
