[Edit] YesSince 2001, when the US withdrew from the Anti-Ballistic Missile Treaty, a treaty between the United States of America and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against missile-delivered nuclear weapons, Russia once again began to hold a potential threat because they could be containing some harmful, possibly nuclear, weapons of mass destruction within their country because the treaty limiting arms has become null and void.

[Edit] NoThe United States of America was the country that withdrew themselves from the Anti-Ballistic Missile Treaty, a treaty between the United States of America and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against missile-delivered nuclear weapons. Therefore, the United States poses a greater threat to Russia than Russia does to the United States.
