  • Sanctions put pressure on a country to change certain undesirable behavior. Withholding trade can significantly damage a country's economy and push the government to change policy.

  • Sanctions are only effective if they are putting significant pressure on the country in question. In the case of Iran there is a problem to get international support for sanctioning since countries such as Russia and china are opposing and continuing trade with Iran.
